REQUEST FOR PROPOSALS

Sealed Proposals will be received by the City of Toccoa, Georgia (the Owner) at the Municipal Building, 3rd Floor Office of the Water/Wastewater Utility Director, 203 North Alexander Street, Toccoa, Georgia 30577, until 4:30 P.M. local time on the 27th day of July, 2009, for the construction of a Surge Tank at the Toccoa Water Treatment Plant in the City of Toccoa, Stephens County, Georgia. Proposals received after the designated time will not be considered. The bids shall be unsealed at a Public Meeting of the Toccoa City Commission at 5 p.m. on the 27th day of July, 2009.

The Contractor’s Proposal will include the furnishing of all labor, materials, equipment, and all things necessary pursuant to Drawings, Specifications and Conditions, etc., for the installation of a surge tank at the existing Water Treatment Plant located of Falls Road, Toccoa, Georgia.

The Project includes installing a new surge tank and concrete pad at the Toccoa Water Treatment Facility and performing the associated electrical and control system updates to accommodate the two new pumps. Contract Documents are available for review at The City of Toccoa Water/Wastewater Department (706-282-3305; 706-886-8451) beginning Friday, June 19th, 2009. A complete set of Toccoa Water Treatment Plant Surge Tank specifications, drawings and requirements are also available for review at that location, and copies of same shall be provided at a cost of $25.00. The price of the copy is non-refundable.

All bidders shall submit the following, all forms contained within:

Proposal, Bid Bond, Performance Bond, Certification of Examination of Plans and Specifications, and Certification of Non-Collusion.

No Proposal will be considered unless accompanied by a certified check or acceptable Bid Bond in the amount of five percent (5%) of the bid and made payable to the City of Toccoa.

All bids must be made out on the separate proposal form furnished with the Contract Documents in accordance with the instructions in the Instructions to Bidders. No interlineations, additions or deletions shall be made in the Proposal form by the bidder.

Successful Bidder shall be required to furnish a Contract Performance Bond and a Payment Bond, each equal to 100% of the Contract Price, and furnish satisfactory proof of carriage of the insurance required. No bidder may withdraw his bid within 30 days after the actual date of the opening thereof.

The Owner reserves the right, with or without notice or cause to accept any bid regardless of the amount thereof; to reject any bid, any number of bids or all bids; to negotiate with any bidder for a reduction or alteration in its bid; to waive or insist upon formal requirements; to reject all bids and to call for additional bids upon the same or different Invitation to Bid and/or Plans and Specifications; to be the sole judge, in its discretion, of all questions as to whether or not a bid complies with the Invitation to Bid, the Plans or the Specifications, and as to the qualifications of a bidder to perform the Contract.
